This is the Wells Street Bridge in Downtown Chicago. This was used in a scene in the 1993 movie 'The Fugitive', Starring Harrison Ford and Tommy Lee Jones. In this scene, Harrison Ford is on the run in the city, and is calling his lawyer from a payphone by the bridge. (The phone was a prop.)
